        i) This board provides guidance to ACT management from the members
            perspective

       regarding low cost fund management.
        i) This board will offer input regarding management of ICIRA funds
           ONE PROTOYPE ODF BOARD:

   a) One prototype Original District Founder (ODF) board will be established in
       Hernando County FL.
        i) The function of this county ODF board is to establish main street oversight for
            affairs that affect the daily lives of Hernando county residents
        ii) Ultimately each state will have 3 levels of ODF boards
             (1) County/parish ODF
                  (a) Made up of 20 individual county residents
             (2) Congressional District ODF board
                  (a) Made up of 30 members chosen from the 20 member county ODF
                        boards
             (3) State ODF board
                  (a) Each State will have one
                       (i) Made up of 50 members chosen from the 30 member congressional
                           district ODF boards
